Also that link points to the archived LiveCode Community Engine Repo, but I don't see any 9.7.0 DP-1 branch listed in that repo.

The 9.7 tag in your screenshot is 2 years old, so I'm fairly certain it's meaningless. That said, there may well be a few branches with pull requests for various changes or bug fixes that weren't ever merged before LCC 9.6.3 was released. There's at least one pull request from a community member (Bernd Niggemann) that may be useful.
Apparently there was actually an early beta of HyperCard 3 that was presented by Kevin Calhoun at some developer event just before it was decided that HyperCard would be integrated into QuickTime. I guess the idea then was to move to a Macromedia-(LINGO-xTalk)-style Time-Line/Movie Frames metaphor instead of the Card/Stack Metaphor, but then that never came to fruition because internet streaming media was taking over from interactive CDrom based media. Still I'd love to check-out that HyperCard 3.0 BETA but I don't think it was ever leaked publicly.

set of computery instructions I have ever read).
Possibly . . .
will shift a lot of non-critical apps "off" this coming weekend and install Xcode . . .
Possibly will go for a 3-4 hour walk on the hills and pick flowers: might be a better bet.
Do wonder:
"On Linux or Mac, you can quickly build LiveCode by installing basic development tools, and then running make all."
whether 'basic development tools' really means ALL of Xcode?
